Qararouna Terms of service
Effective Date: January 29, 2026
Applicability: This agreement applies to all users of the Qararouna platform, including those representing municipalities, political organizations, and individual constituents.
1. Acceptance of Terms
By accessing or using the Qararouna platform ("the Platform"), you agree to be bound by these Terms of Service. If you are using the Platform on behalf of an organization (such as a municipality or a political party), you represent that you have the authority to bind that organization to these terms.
2. Description of Service
Qararouna is a participatory governance platform providing tools for proposals, debates, and voting. The Platform operates on a "Dual-Layer" model:
The General Forum: A public space for broad participation.
Secure Sections: Private, invite-only spaces for sensitive deliberations.
3. User Accounts & Security
Registration: You must provide accurate and complete information when creating an account.
Account Security: You are responsible for maintaining the confidentiality of your credentials.
Bot Protection: To maintain the integrity of the Platform, we utilize Hashcash bot protection. Users agree not to attempt to circumvent these security measures.
Verification: Certain features (such as official voting or accessing Secure Sections) require account verification. This may involve the submission of national identification or peer-referral data. Users agree that all submitted verification data is authentic.
4. User Conduct & Content
As a user, you agree not to:
Post content that is illegal, defamatory, or promotes violence or hatred.
Impersonate any person or entity, including municipal or organizational officials.
Disclose confidential information obtained within "Secure Sections" to the public or unauthorized third parties.
Attempt to manipulate voting outcomes through multiple accounts or automated scripts.
Qararouna reserves the right to remove any content or suspend any account that violates these standards.
5. Intellectual Property
Platform Content: The software, design, and branding of Qararouna are the property of the Platform owners and are protected by international copyright laws.
User Content: By posting content (proposals, comments, etc.), you grant the hosting organization and Qararouna a non-exclusive, world-wide license to use, display, and distribute that content for the purposes of the participatory process.
6. Privacy & Data Sovereignty
Your use of the Platform is also governed by our Privacy Policy.
Data Hosting: Data is hosted in secure environments compliant with regional MENA security standards.
Anonymity: While the Platform facilitates transparency, your personal identity will only be shared with the organization (e.g., the Municipality) to the extent necessary for verification and legal compliance.
7. Limitation of Liability
Qararouna provides the infrastructure for governance but is not responsible for the specific decisions made by municipalities or organizations using the Platform. We are not liable for any service interruptions, loss of data, or damages arising from the use of the Platform.
8. Confidentiality of Secure Sections
Users granted access to "Secure Sections" (Private Workspaces) acknowledge that the information discussed therein may be sensitive or strategic. Unauthorized disclosure of such information is a breach of these terms and may lead to immediate termination of access and legal action by the relevant organization.
9. Modifications to Terms
We reserve the right to modify these terms at any time. Significant changes will be communicated via the Platform or email. Continued use of the Platform after changes constitutes acceptance of the new terms.
10. Governing Law
These terms shall be governed by the laws of the jurisdiction in which the hosting organization (the Client) is legally registered, supplemented by international standards for digital services.
